While it is true that you can't get a costume from the theme park, you could have someone make one for you.
You would need pictures of the costume, front, back, sides and if someone is wearing it, the seamstress would have a better concept of how the costume would move. Creating the clothing part is not difficult as I have re-created costumes from pictures for people for Halloween. However, if you need a headpiece (a mask that would cover your head) such as a Mickey Mouse head, that would require someone to actually make it from a mold as the headpieces are usually latex and foam supported by some sort of armature.
As long as you are not using a pattern from Disney (one that has been created and used and licensed by Disney) and are not marketing your costume as a Disney-licensed costume (meaning that you are not saying it came from Disney or adding a label inside the costume stating it came from Disney), you can re-create a costume. The only time you could use a pattern from a Disney-licensed item is if that pattern was sold with Disney's approval. There would be some sort of wording stating that fact on the pattern.
Finding the fabric, thread and other items used to make the costume in exactly the same composition and colors as the Disney-licensed costume may be difficult as some of the fabrics are dyed with formulas not released to the public. For instance, if the red is different from easily found reds, the fabric may have been dyed with a combination of different colors to get the the final color. Your costume may not be exactly the same color as a Disney-licensed one which would not infringe on the Disney name.
Drip is correct in that any old costumes from Disney or any other trademark (such as Paramount's Star Trek items) are destroyed or parts may be re-used for other costumes and are usually not sold to employees. Sometimes you can find something on e-bay that is original, but one has to wonder where it came from.
At conventions, people have costumes and props that look like the originals (or even better than the originals), yet it is not illegal to make your own. It is, however, illegal to say it is a licensed item and try to sell it as such since you would be profiting from the sale, not the original or licensed owner.
